It is Annoying to be with “Windows Version Installer” Pop-up ?

“Windows Version Installer” thing has been reported to depress some computer users recently with aggressive pop-ups. Once seizing the chance to lurk around systems, this invader starts performing evil actions on computers. 

"Okay. Basically, there's this popup that says "Windows Version Installer". It seems really fishy and it randomly keeps popping up. I can't locate the file so I am unable to delete it. Also, I tried doing a scan using Avast but it did not detect it."
